Like many Puzzles, this one has more than one way to do it.

Here is the first step in one method, if you repeat the step enough times you will find the solution. If you worked it another way, you may be correct!

First, fill the 14oz. cup and pour off 10oz. into the 10oz cup. Then empty the 10oz. cup back into the bucket and pour the remaining 4oz. from the 14oz. cup to the 10oz. cup. Now fill the 14 oz. cup again and . . .
