Purpose

We, the members of the Student Government Association of Potsdam College at Potsdam, New York, as represented in Assembly, do hereby enact as follows:

CRANE STUDENT ASSOCIATION BY-LAWS

We, the students of the Crane School of Music of the State University College of Arts and Science, at Potsdam, New York, in an attempt to promote efficiency of communication and an enlightened student body, aware that student participation through the democratic process can affect the programs and personnel of the Crane School, and eager to encourage student-faculty cooperation in matters of mutual interest, do hereby organize the Crane Student Association and therefore establish these by-laws.

I.   Name, Purpose and Membership

A.    Name

i.     The name of the organization shall be the Crane Student Association of the State University of New York at Potsdam, henceforth referred to as CSA.

B.    Purpose

i.     The purpose of CSA shall be to foster and promote scholarship, musicianship, an awareness of Student Government Association affairs among its members, to create a link between students and administrators, and to contribute to the cultural environment of the entire college community.

C.    Membership
i.     Membership in CSA shall be open to any student who is a fee-paying member of the Student Government Association of the State University of New York College at Potsdam.

II.   Officers, Executive Board and Duties of Officers

A.    Officers: There shall be the following officers:                                                    
i.     President                                                  
ii.     Vice-President                                                
iii.     Secretary                                               
iv.     Treasurer                                                  
v.     Assistant Treasurer                                                
vi.     Public Relations

B.    Executive Council: The officers shall constitute the Executive Board of CSA which shall meet regularly to:                                                    
i.     Recommend student policy relating to academic and student affairs.
ii.     Receive reports from its administration and student committ.
iii.     Approve selection and scheduling of programming involving CSA funds.

iv.     Approve expenditures of funds allocated by SGA.

C.    Duties of Officers                                                    

i.     All officers shall, unless academic conflict arises:
  1. help with Audition Days, Receptions, Convocations, and Guest Artist Performances
  2. attend all meetings organized by the President or the Executive Board, including Rep. Meetings.? 2/3 of the Board must be in attendance at any meetings with the Dean of the Crane School
ii.     The President shall:
  1.  preside at all meetings of the CSA Executive Board as the chairman
  2. establish and maintain communication with the Dean of the Crane School of Music through regular meetings
  3. establish and maintain an effective liaison with SGA as a source to the SGA President regarding happenings within CSA and the Crane School
  4. represent the student body of the Crane School in any activity required of him/her by SGA
  5. arrange and coordinate programming in conjunction with the Executive Board
  6. coordinate student membership on student-faculty committees
  7. appoint ad-hoc committees as needed                                                
iii.     The Vice-President shall:
  1. assume the duties of the President in his/her absence
  2. be responsible for conducting bi-monthly meetings of the studio representatives to go over campus events and direct their interests and concerns
  3. assist the President in the function of the Executive Board duties
  4. coordinate the annual Holiday Convocation with students, faculty and staff
  5. design, or delegate responsibility to someone who can design, a website for CSA
iv.     The Secretary shall:
  1. record and post all minutes of the meetings of CSA and make them available to all interested members of the campus community
  2. perform all necessary correspondence, including student teacher newsletters
  3. collect information
  4. maintain the files of CSA
  5. coordinate Audition Day volunteers, in conjunction with the Office for Admissions at Crane.
v.     The Treasurer shall:
  1. handle all financial obligations of CSA as empowered by the Executive Board
  2. be a member of the SGA assembly and be responsible for attending its meetings
  3. be responsible for submitting a proposed budget to the Executive Board and in turn to the SGA annually
  4. keep a record of all the expenditures of SGA funds in accordance with the guidelines set up by SGA                                                
vi.     The Assistant Treasurer shall:
  1. assume the duties of the Treasurer in his absence
  2. assist the Treasurer in the Execution of his duties
  3. assume the office of Treasurer in the following academic year 
vii.     Public Relations shall:
  1. publicize Crane student events and activities throughout the Potsdam College campus and community
  2.  promote CSA activities
  3. keep students informed of major musical events at Crane, including faculty, student and guest recitals, master classes, and lectures
  4. keep bulletin boards updated and organized

III.             Election and Qualifications of Officers

A.    Voting Procedures
                                                   

i.     All CSA officers shall be selected through a general election by simple majority
                                                 

ii.     In the event of a tie, a run-off election shall take place within one week of the general election

B.    Eligibility
i.     All candidates must be members of CSA                                                  
ii.     Officers must:
  1. be enrolled in an undergraduate degree program leading to a degree in music
  2. be a member of, or show continuing interest in any Crane School class, organization or ensemble.
C.    Announcement of Elections                                                    
i.     Shall be posted no later than the end of the first full week in March, along with a list of qualifications for the candidates and an election date

D.    Elections                                                    
i.     Shall take place no later than the end of the third full academic calendar week following the announcement

E.     Nomination Procedures                                                    
i.     Not less than one week prior to the election, those seeking office shall be required to submit a letter of intent along with a petition signed by at least 25 CSA members.? This letter will be posted no less than one full week prior to the election.                                                  
ii.     All persons seeking nomination shall meet with the President of CSA to discuss the duties of the sought position

F.     Nomination of Student Teachers                                                    
i.     Student teachers seeking election must also submit a letter of intent along with a blank petition that will be posted for signatures at the Crane School.? The letter shall be received no later than the second full week following the official announcement of elections
                   

ii.     Student teacher petitions must also receive a total of 25 CSA member signatures in order for the name to be placed on the election ballot

G.    Vacant Offices

H.    Impeachment


IV.   Amendments
A.    These by-laws may be amended by a 2/3 majority vote of the CSA membership, subject to approval by SGA.


B.    Amendments must be posted no later than one full week before voting.

VI.  Equal Opportunity Clause
A.    There shall be no discrimination on the basis of race, sex, politics, or religion within this organization.? Any reference to the male gender in this organization shall likewise apply to the female as the case may be.

VII.  Supremacy Clause
A.    These By-Laws shall be subsidiary to the By-Laws of the Student Government Association of the Potsdam College of Arts and Sciences and shall operate in accordance with the SGA Constitution, the Student Code of Rights, Responsibilities and Conduct, and in other ways as determined by the committee itself.
